Turning on VM without a gui

idk what to even write 

we dont have wol for vms 

so we use qemu 

qm start in proxmox what about real datacenters , waht os they run and how they control clusters and shit and what do other os or baremtal servers use 

how does ipmi play a role 

does ipkvm and ilo and idrac and ipmi cards have same role >?
